Yes. A single-domain license covers one production domain plus one staging/development domain. Multi-domain licenses are available for larger deployments.

One live production domain plus one staging/development domain. The license is perpetual — use the purchased version forever. Free updates included for 12 months from purchase.
A single license covers one Magento installation (including multiple store views under the same domain). For separate installs or domains, additional licenses or a multi-domain package (often discounted) is required.

All updates within 12 months of purchase are free. After that, you can continue using your version indefinitely, or renew at ~50% of the original price for continued updates and priority support. 12 months included
